Assistant Head, Programme Management Office

The Ministry of Defence’s central Diversity and Inclusion Team leads on setting the strategic direction for D&I across Defence (military and civilian). The team supports the delivery of the Defence Diversity and Inclusion Strategy 2018-2030 – ‘A Force for Inclusion’, which is intended to transform Defence through enabling a step-change in the diversity of our workforce. Defence needs to reflect the society that it protects but at present that also means that we share many of the inequalities that continue to exist in our society. The events of recent months have served as a reminder that it will take effort to create and sustain an environment where people feel able to be authentic in the workplace; where everyone's needs are considered; and where people feel respected and able to achieve their full potential. The role is currently?located in Westminster but will require home working until such a time as we are able to?safely?return?to the office.? There is?flexibility?on the location of the role but?regular travel into Westminster will be required.

This position is advertised at 36/37 hours per week terms and conditions of service dependent.

Job description

This is an exciting and challenging time to be working in D&I. You would be joining the management group where you will help set the tone and culture for this newly expanded D&I team. We are a supportive, innovative, energetic and creative team, working jointly on several projects with vision and determination, in a rapidly changing environment. Working together, sharing knowledge and developing effective working relationships with colleagues is essential to our success. We work with multiple stakeholders across Defence, cross government and external organisations. D&I is an issue of highest priority at the most senior levels of government from the Prime Minister and Defence Ministers to Service Chiefs and the Permanent Secretary. Their commitment has enabled the team to grow with a new Director for Diversity and Inclusion being recruited alongside an additional 17 posts. Responsibilities

The successful candidate will be responsible for leading a defined set of interdependent projects and the associated business change activities. Primary responsibility for successful delivery of the required outcomes, including the establishment of appropriate governance and assurance, monitoring progress, managing risks and issues and ensuring the business readiness for change.

Essential skills/experience -

- Must have project delivery experience having successfully managed several low or medium complexity programmes or projects or may have been in a specialist or work stream strand lead role within a programme or project.

- Experience in Diversity and Inclusion work is desirable. Passion and a strong personal commitment to creating an inclusive working environment is essential.

- Excellent problem solving and decision making skills, and ability to articulate
solutions in a business context rather than by process.

- Proven success developing and maintaining excellent relationships with delivery teams and internal and external stakeholders, with the ability to influence, change and impact decisions through those relationships.

- Ability to work at pace and deal with several priority issues to competing deadlines.


Responsibilities

- Development and clearance of the business case with project leads and Subject Matter Experts.
- Identify and manage stakeholder relationships and highlight need for senior level support. Manage internal and external relationships as appropriate.
- Change Management – Establish and implement protocols to change the scope of projects and/or programmes and update configuration documents as required ensuring the impact of any change is fully understood.
- Provide direction and guidance on development of projects to the D&I team and more broadly across departmental profession.
- Secures resources and directs planning scheduling, resourcing and estimating for complex and large- scale programmes.
- Oversee risk and issue management process engaging with senior staff to ensure opportunities are taken but potential cost is understood. Ensures mitigations are in place and resolved through negotiated agreement.
- Ensure realisation of benefits for customers through planning and designing and that project outputs meet programme requirements.
- Maintain overall integrity and coherence of programme and governance framework to support each project. Plan programme assurance activities.
- Cascade vision and translate into delivery objectives for the team. Lead the programme to deliver the business case benefits and outcomes.
- Budget - Develop and agree budgets for projects and/or programmes and forecast actual costs against them.
- Work with project leads and business as usual to ensure dependencies are actively managed, act as an arbiter and enforcer and resolve issues between the various elements of the programme.

The post holder will have Line Management responsibility for 3 members of the team: - Communications Lead (C1/HEO), Programme Lead (SO1) and
Governance Lead (SO1).
