Deputy Chief Scientific Adviser

BEIS Chief Scientific Adviser (CSA) Professor John Loughhead is responsible for ensuring the department’s policies are supported by the best science and engineering advice available. He advises ministers and senior officials on science and engineering matters, acting as head of the science and engineering profession within BEIS. He also works with the wider community of CSAs, UK Research and Innovation, national and international organisations to share good practice and resolve issues.

A new post of Deputy Chief Scientific Adviser will directly support the CSA in carrying out his role. This is a unique opportunity to understand the role of science and engineering in policy making. The Deputy CSA will lead in some areas and support in others, ensuring the best scientific and engineering advice is provided for the department. Applicants with complementary expertise such as in Artificial Intelligence (AI), synthetic biology or future digital economy will be particularly welcome, though this is not prescriptive. There will be some scope to tailor the portfolio to the skills, interests and experience of the successful applicant.

Person Specification

• We expect candidates to have Chartered Scientist or Engineer status and significant technical expertise in one or more areas of science or engineering, equivalent to 10 years post-graduate experience. You will also have experience of leadership in the private sector, or of managing research teams.

• Your impeccable people skills will enable you to build and maintain a network of high-profile stakeholders in BEIS and externally while ensuring the Department maintains its good standing in the scientific community.

• Applicants should understand the political landscape and be prepared to play a central role in the development and delivery of the UK’s Industrial Strategy and other areas of Departmental responsibilities based on science and technology.

The Deputy CSA will report to John Loughhead, BEIS Chief Scientific Adviser.

Key Objectives

The post holder will be responsible for:

• Directly supporting the CSA in providing impartial assurance on scientific rigour for BEIS;

• Deputising for the CSA in key scientific projects and programmes across the Department, especially within their own fields of expertise;

• Working closely with key internal policy and scientific stakeholders in support of policy goals;

• Supporting the CSA by building effective working relationships with external stakeholders across government, industry and academia and working closely with the Government Chief Scientific Adviser’s Office and network of CSAs;

• Supporting the CSA in his strategic oversight of BEIS science and engineering delivery;

• Working closely with the CSA’s Head of Office to ensure the CSA’s available resources are deployed to best effect.
