Deputy Director, Better Regulation Executive, Lead Analyst

This is an exciting, fast-paced role leading the embedded analysis function in the Better Regulation Executive. The analysis team is responsible for a broad range of high profile evidence-based functions across the Directorate, including: delivering the evidence to allow implementation of the White Paper on Regulation for the Fourth Industrial Revolution; promoting innovation-enabling regulatory policy across Whitehall; delivering two key budget measures (the Regulators’ Pioneer Fund and the Ministerial Working Group on Future Regulation), providing thought leadership on international Better Regulation policies and leading analytical engagement with external stakeholders including prominent academic/business groups. In addition, the team is responsible for driving forward a GovTech catalyst project, as well as the analysis underpinning the government's Business Impact Test and the promotion of alternatives to regulation as appropriate.

As such, the leadership role of G5 analyst in this multi-profession team provides a large range of opportunities for very senior engagement within BEIS, cross-Whitehall, and with external stakeholders. It is an excellent post for further developing strong leadership and influencing skills, whilst working directly alongside policy to deliver analysis with real impact.

Key Objectives

The post-holder will join BRE's SLT and lead and manage an existing team of committed regulatory analysts who are embedded across BRE's functions. They will also have dotted-line responsibility for the Regulatory Policy Committee secretariat’s analysts. They will be responsible for the BRE's evidence base pertaining to the delivery of efficient regulation; helping to shape the benefits of the Industrial Strategy; and delivering EU exit. They will need to demonstrate strategic thinking to keep ahead of the evidence requirements of this often fast-paced Ministerial policy area.

This post will require analysis spanning the each area of BRE policy delivery: the Better Regulation Framework and Business Impact Target; regulatory architecture and alternatives promotion; regulatory development and opportunities; EU and International Good Regulatory Practice and Regulatory Cooperation; as well as understanding the impact of Behavioural Insights on regulatory stakeholders and the growing role of the digital and technological aspects of Better Regulation.

This post will lead the BRE's ongoing scoping, planning and delivering of a very full programme of analytical work to support the policy teams within BRE and often wider. Excellent influencing of OGD's analysts and policy officials is key given the BRE's cross-cutting policy remit.

What we are looking for

The successful candidate will be an experienced analyst eligible for promotion to G5 or an existing G5 analyst with excellent leadership, communication and influencing skills, able to demonstrate sound evidence-based analytical judgement and the ability to deliver effective policy-informing analysis (including Cost-Benefit Analysis) at pace across both BEIS and Whitehall.

Working together across both BRE and wider is key for this role as is the ability to deliver at pace as the relevant evidential and political landscape changes in rapid fashion.

There is a strong learning and development culture within BRE. The post holder will have opportunities and the responsibility to both upskill themselves in multiple aspects of regulation policy and build increasingly influential analytical capability within their and the policy teams across the Directorate.
