Summary

The Cities and Local Growth Unit (CLGU) sits across two Departments, reporting jointly into the Secretary of State for Business, Energy and Industrial Strategy and the Secretary of State for Housing, Communities and Local Government.

The Unit is made up of ten Deputy Director led teams and has around 250 staff, based in 8 locations around England.

CLGU leads in Government on developing and implementing policy to drive economic growth and productivity in each part of the country.

The priorities for the Unit include:

• To lead the design of the local growth system through devolution and decentralisation, to create accountable and effective institutions and to ensure that local areas have the powers they need to drive growth and deliver for their citizens

• To gather insights and intelligence and engage with partners to devise and deliver local growth strategies to unleash the potential of all parts of our country

• To develop policies and investment to drive regeneration and growth across places

• To fund and support the delivery of programmes to rebalance the economy and empower local government to generate growth in the economy and improve living standards

• To prepare and coordinate the Whitehall response to local economic shocks to increase resilience of local places

Job description

You will lead a team of approximately 45-50 staff in a key policy role within the Cities and Local Growth Unit.

You will be bringing together the implementation of CLGU’s existing programmes into one joint approach, whether through deals or competitions, and the assurance of funding delivery. During 20/21 it is expected that £14 billion will flow through this team to incentivise devolution and support economic recovery

The Deputy Director is responsible for setting the overall direction for the team and ensuring a close working relationship with the other policy Deputy Directors in the Unit and the five area-based Deputy Directors.

Responsibilities

• Working across the unit and the wider Civil Service in running funding competitions on a number of key work streams. You will be responsible for the financial assurance and programme management of our funding streams.

• Demonstrating strong financial acumen and an understanding of value for money, assurance processes and funding delivery.

• Managing the programme of delivery including the monitoring and evaluation of key funding streams. Working alongside regional deputy directors and their teams to ensure staff are supported in conversation with external delivery partners.

• Forming a key part of the Leadership Team of the Cities and Local Growth Unit, providing collective leadership and direction to build a Unit that is an excellent place to work, with an inclusive and vibrant culture, and that supports individuals to develop in their career.
