This is a challenging and exciting role within the Defence Digital Core Information Services Directorate of the MOD. The Core Information Services team is responsible for the delivery of an ambitious and complex set of programmes which are designed to provide a significant capability uplift across the MOD.

The Head of Base Services will be responsible for the delivery of a number of important programmes within the MOD which contribute to improvement of the End User Services environment. These are inflight programme.

Job description

The End User Services (EUS) Programmes comprise a number of CAT A initiatives within the Defence Digital portfolio. They are tasked with replacing the existing EUS provided by a large prime contractor with a series of disaggregated services from other suppliers. Including but not limited to:

• Rollout of Windows 10 Laptops
• Delivery of new Print and Record Management Services
• Delivery of a new Domain Services Environment
• Delivery of EUS at multiple Security Classifications
• Establish with other parts of the CIO function and wider MOD Stakeholders the long-term strategic requirements for the End User Services environment which will meet both the requirements of today and those of the future.

• Horizon scanning for the technology and solutions which will make up the End User Services for the MOD
• Accountable for the Services provided by the End User Services capability
• Along with the SRO driving the Programme Board and working through the MOD governance process to gain the relevant approvals.
• A key member of the ISS Programme Management Board
• A member of the broader Digital and IT pan defence Senior Leadership Team

The post holder will be responsible for a mixed team of Crown Servants and Military Personnel to deliver on the above objectives. The post holder will hold to account and manage the performance of the suppliers required to deliver on the above objectives and will be responsible for the budget to deliver the above - currently approx £400m per annum.

The post holder will be accountable for the accurate provision of data providing insight on the cost of delivery and progress that the programme is making in delivering its outcomes.

Context and current issues:
The End User Services Programme is in flight and is delivering a new infrastructure across a range of services for the MOD. It is replacing a large monolithic contract with a prime contractor. The Programmes need to establish a establish both a strategy, a technology roadmap and planning for delivery.
The post-holder will lead an organisation of over 100 crown servants (civil servants and military) within the Corsham campus. In addition the management of a significant supplier population.

The post holder will be directly Accountable for the following:
• The successful delivery of the End User Services Programmes
• The efficient and effective deployment of resource
• The budget for the End User Services Programmes
• The acquisition of resource
• The performance management of their direct reports
• The accurate reporting of Programme Progress and Financials

• Balancing the strategic objectives of the programme with the day to day practicalities of programme delivery

• Decision making - making decisions at the appropriate time, considering the needs of the situation, priorities, constraints, known risks, and the availability of necessary information and resources;

• Cross-Functional/Inter-Disciplinary Awareness -understanding the needs, objectives and constraints of those in other Defence professions.

• Resilience, including the ability to take a robust stance under pressure where necessary and provide clear and unambiguous advice when called upon.

Strong influencing and communication skills – able to influence across a broad spectrum of stakeholders and users spanning the entire MOD Organisation, resolve conflicts and bring gravitas to each situation.
Ability to mentor, coach and develop teams to produce a high performance.

The post holder will sit within a broader organisational structure which will require others to meet programme and project dependencies. The influence that the postholder applies to these will be crucial in delivering a successful outcome for the programmes for which they are responsible.

The programme itself sits within a complex governance structure which requires significant influence to gain agreement to both decisions and approach for the delivery of the programme.

The post holder will be expected to use the influence skills to successfully navigate this and to achieve the optimum result for the programme.
The primary role of the post holder will be to deliver a business outcome, as this outcome is a network capability, a good understanding of networking and the technologies which are currently deployed and those which are emerging is essential for the role, the successful applicant must be able to demonstrate:

Essential Criteria:

• Proven track record of successful programme delivery.
• Extensive experience in network design and delivery.
• Substantial knowledge and experience of operating at a senior level within a complex IT organisation either as a client of supplier of solutions.
• Demonstrable experience of industry engagement, supported by an established network of contacts.
• Collaborating - working with others in cross functional and pan-organisational teams to create solutions.
• Technological Awareness - understanding the technology available to be able to utilise it to solve problems.
• Communication - ability to communicate ideas and solutions clearly and enthusiastically to a full range of stakeholders, from corporate CEOs through to deep technical architects and developers.

• Critical thinking - logically identifying and analysing how different approaches are strong or weak.
• Creative problem solving - Finding a better way to solve problems through the application of different novel techniques.
• A passion for your work.

Desirable Criteria:

• Experience of working within Defence would be an advantage.
