Deputy Director Professional Capability

The post-holder will hold a critical senior leadership role within the Function, Profession, and Standards Team (FPS) of the IPA, and will report to the Director for the team, Fiona Spencer, and ultimately to the IPA Chief Executive.

The postholder will be responsible for leading development and implementation of a new professional workforce and capability strategy across government departments and delivery bodies, to deliver the step change in professional project delivery capability across government required by the new Prime Minister.

As the most senior HR partnering role for the cross government project delivery function, the post holder will hold a significant degree of autonomy. They will develop strategies and making decisions about HR interventions which will impact upon the 14,000 project delivery professionals and indeed the wider government project delivery function.

The postholder also plays a key role in the important virtual HR network across other functions, and with HR Directors in departments and the HR Expert Services, and has a dotted line back into the Civil Service HR function.

Job description

This is an HR role working in the Project Delivery functional context. It requires a unique blend of skills in HR, Talent Management, Workforce Planning, Stakeholder Management, and Leadership combined with an in-depth knowledge of the Project Delivery Profession. The post holder will be expected to have substantial knowledge and experience working in a leadership role within an HR function.

Technical & Experience Requirements:

Requirement: Expert-level HR expertise in capability development, talent management, resourcing and pay and reward.

Requirement: Chartered Fellow (FCIPD) or equivalent HR qualification

Requirement: Experience of operating effectively in senior HR roles across complex organisations and a range of different workforces;

Requirement: A track record of achievement in building capability at all levels of an organisation including talent and succession planning, workforce planning, reward and resourcing;

Requirement: Experience of managing and influencing senior stakeholder relationships, combined with the proven experience of thinking strategically and influencing at the most senior levels.
 

Responsibilities

Capability strategy :

Personally leads development and implementation of a government-wide strategy to build professional project delivery capability across government, to deliver an end to end strategy for building project delivery capability across 14,000 professionals in central government, and supporting its development across the wider public sector.

Capability & skills development and assessment :

Personally leads development and implementation of departmental capability blueprints, incorporating workforce and capability assessments for project delivery functions within all government departments.

Personally leads commissioned IPA capability reviews in departments and provides expert HR input into cross-IPA projects/reviews as required.

Personally leads the development and establishment of a new Government Projects Academy, including a new framework for professional project delivery capability assessment and accreditation, ensuring alignment with the wider capability strategy for the profession.

Leads the implementation and management of the current Project Delivery Capability Framework and its development following introduction of the new accreditation framework.

Leads roll out and re-procurement of the Government Online Skills tool across the project delivery profession (14’000+ individuals across government departments) and input into strategy for future capability assessment and accreditation.

Resourcing and talent :

Provides expert leadership and support on senior resourcing and deployment across all government departments for the project delivery profession.

Leads design of a new approach to functional talent management on behalf of PD and other functions.

Leads development of senior project delivery talent strategy and practice, including senior succession planning, across government

Leads recruitment and management of the Government Project Delivery Fast Stream scheme (25,000 applications for 2019) and delivery of the centrally managed PD apprenticeship scheme, working across all government departments.

Pay & reward :

Makes recommendations to the IPA CEO/ Head of PD Function about SCS pay exemptions.

Leads pay and reward interventions, and the development of new capability related SCS pay scales, aligned to the new accreditation framework, for all senior project delivery professionals across government.

Leadership programmes :

Provides strategic direction for and oversight of the operation of government’s national major project leadership programmes, including the Major Projects Leadership Academy, and associated programmes, Project Leadership Programme, and project delivery input into government talent programmes.

Oversight of re-procurement for the PLP, MPLA and OMP programme contracts.

Leadership and management :

Leads, manages and mentors staff under direct line management,

Plays an active part in the FPS Senior Leadership Team, IPA Extended Leadership Team, and wider government professional community, including membership of key senior governance boards across HR and the Project Delivery Function.

Delivering critical updates and briefings including for Ministers, senior officials, and other bodies.
