This role can be based at MOD Lyneham, Chippenham, Wiltshire, SN14 4XX or Goojerat Barracks, Colchester, Essex CO2 7NZ. However, Defence Infrastructure Organisation are very flexible in the location you work and are advocates of smarter working practices. As such any Defence Infrastructure Organisation location will be considered that is practical for the role locations named above.

This post is a senior level appointment with responsibility for running a 2000+ strong business with a high-level of autonomy within the Defence Infrastructure Organisation.

The Ministry of Defence Guard Service (MGS) is a professionally qualified body of civil servants consisting of over 2,000 operational and support staff who provide unarmed guarding service at over 100 MOD sites across Great Britain. The Ministry of Defence Guard Service has guarded the Defence Estate for over 25 years including high-profile locations such as MOD Main Building in London and Her Majesty’s Naval Bases at Portsmouth, Devonport and the Clyde. The Ministry of Defence Guard Service plays a vital role supporting the Defence Mission and works closely with its security partners.


Job description

Ministry of Defence Guard Service officers are very often the first MOD point of contact for employees, visitors and contractors, although Ministry of Defence Guard Service operational staff are fully trained to carry out a range of services including:

• access control
• search
• control room and CCTV management
• incident Control
• security event coordination
• dog sections

The Defence Infrastructure Organisation is seeking to appoint a Director of Security Operations.
In this key senior leadership position, the post holder will lead the delivery unarmed guarding services to the department to the National Security Inspectorate Gold standard They will also play an important role in helping to shape the future of the Defence Infrastructure Organisation and ensuring it has the capabilities and culture to be successful.

The Defence Infrastructure Organisation Director of Security Operations has a large portfolio, managing a significant workforce of c2000 staff making it a key leadership role in the MOD, excellent communication and interpersonal skills are required to maintain relationships with trade unions and developing positive employee relations. The post holder will lead on customer engagement ensuring delivery of service to over 100 defence establishments across the length and breadth of mainland UK. This is a critical role that ensures a high-quality service is delivered to our partners within the MOD and Armed Forces.

The Ministry of Defence Guard Service has undergone a significant efficiency programme to deliver £7M per annum savings as part of the Ministry of Defence Guard Service 2021 project. Phase 2 is to be delivered through a programme of change based on a strategy supporting a 5 year and 10 year vision and will focus on efficiency of processes and structures and look at the use of technology to assist with moving to modern ways of working.

The post holder will work with the leadership team to strive to be the ‘unarmed guarding provider of choice’, while creating new opportunities and innovate into spaces to offer a consistently better service to customers. This role will need a strategic leader who has experience in developing risk-based approach strategies and tactical plans, that when executed drive real value to the business enabling new commercial agreements to take place.

Engagement will be vital in this role to both our customers and our employees. We continue to deliver improved results with an engagement score at 68% - 2% higher than the civil service benchmark through our recent people survey. We are also proud that 85% understand the organisational objectives and purpose, demonstrating their clear understanding of the critical role Ministry of Defence Guard Service has across defence.

The post holder will be expected to communicate, deliver and listen to both customers and employees in what sometimes may be challenging environments, this will require a confident leader with exceptional interpersonal abilities to build relations, negotiate and influence in order to guide decisions towards positive outcomes.


• Taking forward the Ministry of Defence Guard Service strategy supporting a five year and ten year vision ensuring its alignment to the over-arching Defence Infrastructure Organisation strategy

• Taking the Change Programme forward with a view to introducing new technology e.g. Video Surveillance, Access Control and Incident Management Systems to an advanced level

• Continue to incorporate New Business from the Front-Line Commands and other Top Level Budget Holders adding to the portfolio number of sites

• Leadership and Management of the Ministry of Defence Guard Service function ensuring alignment with the Defence Security Profession and maintaining external accreditations

• Responsible for a Defence Infrastructure Organisation budget of over £80M per annum and generated income at approx. £6M per annum

• Proactively promote the output of the functions to the wider business

• To direct, oversee and advise upon on appropriate measures necessary to manage strategic and operational resilience risks

This is a customer-orientated role that includes advising Defence Infrastructure Organisation’s customers on complex, inter-dependent and potentially contentious issues.
