Summary

NCCU PMO is a small team who look after a large budget which builds capabilities for the Unit.

The team work closely with Project Leads across NCCU to assist in the daily management of a number of diverse projects funded by the National Cyber Security Programme (NCSP). This role sits at the heart of the National Cyber Crime Unit and works closely with colleagues in Finance, Commercial, Legal and technical teams in the delivery of capabilities.

The successful individual will need to have a valid SC Vetting clearance at the point of entrance or be willing to take and pass the Agency’s vetting clearance process at SC Level. While in post, there might be a requirement for the candidate to be DV cleared

Job description

• Managing a multi-functional team who are engaged in intricate and high profile work.
• Recording, analysing and reporting the financial picture of NCCU to senior managers whilst balancing project expenditure.
• Undertaking a relationship manager role with key partners – Home Office, Cabinet Office, NCSC, Commercial and Finance teams.
• Ensuring a high quality of service is provided to NCCU and partners, leading work into providing the Capabilities needed in response to Cyber criminality in the UK.
• Briefing NCCU senior management on the financial and project status of NCCU.
• Problem-solving and risk and benefits management.
• Day-to-day oversight and authorisation of the expenditure, recording and forecasting systems which ensure that Project Plans are delivered effectively.

Although it is not necessary for the successful candidate to be a qualified or experienced accountant, they will benefit from good knowledge of excel spreadsheets and a keen interest in problem-solving and forecasting.

Candidates based outside of London should be prepared to travel to London on regular occasions to manage the team and to attend meetings where required. Overnight stays are likely.

Responsibilities

To be successful in this role you will lead and manage the NCCU's Finance & Project Management Office and be accountable to senior management and the Department's Capability Development Leads, ensuring that projects are delivered on time and within budget.

The role involves responsibility and management of the Department's budgets; reporting to the Home Office and Cabinet Office on risks, progress benefits and finances.

You will have experience of excel and have a working knowledge of Microsoft Project, with a background in either managing projects or managing budgets, whilst leading a team of experienced and new staff.

You will have the ability to engage with industry partners, UK Law Enforcement and other Government Departments to develop national and agency capabilities to tackle cyber crime via the National Cyber Security Programme.

You will have the ability to manage project governance, external reporting, stakeholder management and monitor budgets and financial progress.


You will also have the below qualifications or experience:

Essential:

• Understanding of project or programme management methodologies, tools and techniques.

Desirable entry criteria:

Industry-recognised qualification relating to Project Management
