Summary

Defra Group HR is a transforming HR function, bringing together HR professionals who provide an expert HR service to Defra, the Environment Agency, the Rural Payments Agency, Natural England, and Animal Plant and Health Agency. We are creating a more efficient, effective and unified HR function across the Defra group and to make it easier and simpler for our customers to do business with us.

We have an opportunity for a Grade 6 Head of Employee Offer to join our Expert Services team to provide strategic direction and support to organisations across the Defra group in the management and administration of pension and wider employee benefits covering both Civil Service and Local Government Scheme pension schemes. You will need to build and sustain relationships across the HR community across Defra, our external providers and the Civil Service Human Resources community as well as gaining the confidence of senior stakeholders across Defra group.

This role requires significant technical understanding of both pensions and employee benefits. It includes a focus on finding innovative solutions to complex issues and the use of evidence to shape recommendations. In addition it requires confident stakeholder and contract management together with great leadership skills.

Job description

The successful candidate will:

- Work collaboratively with other Defra group Expert Services teams and HR Business Partners to deliver the group people strategy and employee offer. Outcomes will support the business to achieve Organisational and Group objectives.

- Deploy a range of strategies to communicate, influence and persuade stakeholders and senior business leaders to achieve delivery outcomes.

- Establish and lead the development of a high performing and inclusive HR team.

- Lead confidently through ambiguity and change.

- Make decisions based on available supporting evidence, and operate autonomously to deliver outcomes within a complex and demanding environment.

- Quickly diagnose the root of issues so that solutions and risks are identified , and swift progress is made towards delivering resolutions.

- Demonstrate a commitment to Continuing Professional development, by building relationships and forming alliances with internal and external practitioners and networks Scanning for emerging trends, innovations, current best practice and an understanding of the latest external HR developments are important . You will be an ambassador for Defra group HR internally and externally, championing Defra’s values and reputation as an employer of choice.

This is a key strategic leadership role within HR, managing a team of 8 staff and reporting directly to a HR Deputy Director.

The successful candidate will:

- Work collaboratively with other Defra group Expert Services teams and HR Business Partners to deliver the group people strategy and employee offer. Outcomes will support the business to achieve Organisational and Group objectives.

Technical
You will be a Chartered member of CIPD or committed to working toward this.

You will have expert knowledge of the Civil Service and Local Government Pension Schemes provisions and the legislation governing them.

You will have experience of managing employee benefits and the importance of the employee value proposition.

Experience
We are looking for you to demonstrate the following:

- Senior pension experience which delivered a credible employer advisory service to senior stakeholders.

- Evidence that you have worked as a collaborative senior HR leader to shape a corporate people strategies with an effective employee offer..

- A track record of having established, led and developed a high performing and inclusive HR team.

- Experience of having delivered outcomes through leading a team or matrix project team in a complex and fast-moving organisation

- Evidence that you have confidently led others through ambiguity and change.

- A proven track record of having made decisions based on credible supporting evidence and that you have regularly operated autonomously to deliver

- Experience that you and your team have been able to quickly diagnosing the root of an issue. That you assessed the options together with the associated risks, including the potential impact on people and outcomes.

- Evidence that you have deployed a range of strategies to communicate, influence and persuade stakeholders and senior business leaders to achieve delivery outcomes.
