Head of HR Analysis Service & Insight

We are looking for an experienced senior leader with extensive experience of data led transformation to join Civil Service HR and the wider analytical profession. As we begin to analyse our workforce in increasing levels of detail, focusing not only on the current workforce but also diversity and the ageing demographic, strategic analytically focused leadership will be key.

This is a high-profile role at the centre of key strategic decision making. The Head of HR Analysis Service & Insight, will initially provide direct leadership to the CSHR Data and Analysis team within the Cabinet Office CSHR Function. They will provide additional oversight of the extended expert team, one housed within the wider Cabinet Office Analytics and Insight team.

The role will include strategic and analytical insight of HR services and the wider Civil Service workforce. The post holder will need to champion the strategic use of data, analysis and insight to support decision-making in CSHR. It will oversee the delivery of quality research and analysis of recruitment, learning and broader HR data, to support the continuous improvement of central HR services.

The role will lead a cross functional transformation of the CSHR Analytical capability, running a phased programme of work focused on delivering immediate demands for analysis, organisation and process design activity needed to position the function for the future and the definition of technical and tooling requirements to support this delivery.

Working with key stakeholders the role holder will develop a workstream focused on improving People Data quality, that will support the wider development of this service.

To deliver this the role holder will be expected to develop and maintain a network of functional, departmental and analytical professionals.

The Head of HR Analysis Service & Insight, will provide strategic analytical advice to senior leaders both within CSHR and across government and reports into the Head of Digital and Data Analysis, part of the Chief People Officer’s wider organisation.
