IT Manager - Business Analysis and Discovery
Taking the lead, you will make a difference as our Discover and Design Manager by being at the forefront of every technology project, successfully delivering technology enabled change. Ensuing that all projects begin on a sound footing and will meet the needs of users in line with the council’s strategies.
We have recently formed a new Information, Technology & Digital (ITD) division and as part of this brought together our Architecture and Analysis disciplines together.
As the Manager of this newly formed team, you will have a strong business analysis background in the context of technology and digital service delivery.
What will you be doing?
You will be responsible for ensuring that standard or recommended hardware and software solutions are appropriately matched to the business problem, and that the principle of reuse is front-and-centre when the team designs process and technology solutions. This will be achieved by overseeing rigorous analysis activity within the team, ensuring business strategy is providing the direction, user needs are getting prioritised, and legislation, security and architecture principles are being followed.
You will manage staff responsible for analysis and design aspects of the development lifecycle including user research, wireframing, prototyping, and (where appropriate) initial no-code/low-code development and testing of services/products.
Critically, you will be responsible in ensuring the related artefacts such as analysis documentation/diagrams, policies and standards are maintained.
You will also be required to provide a key business partner link to the service managers within departments and you are responsible for ensuring that the ITD strategy, planning, performance and supplier management are executed proactively and that.

You will have proven managerial experience in a large complex organisation with a delivery record at management level in ICT disciplines.
You will have technology-focussed, end-to-end expertise and a relevant qualification from two of the below areas, and a good understanding of one other:
- Discovery process, user experience and running workshops
- Solution or Business Architecture
- Business Process Analysis Re/Engineering
- Systems Analysis
You will have a strong record of delivery using communication, networking and influencing skills evidenced at a senior level in a complex operating environment.
Proven experience of problem solving and decision making at a senior level and experience of successfully managing budgets, developing and presenting business cases for investment.
You should also have experience of working in an Agile environment and have excellent attention to detail in the management of prototypes, documentation and other artefacts created by the team and across the division
