Joint Forces Command (JFC) is a 4* Headquarters and an MOD Top Level Budget. Within JFC Headquarters in Northwood, the newly created Director Overseas Bases (DOB) HLB team is a mixed military and civilian team responsible for the operational command and management of the UK’s Overseas Bases and non-operational personnel deployed overseas. In addition, the team is responsible for a number of small, joint units with an overseas role.
Lead the Planning team in managing the Annual Budgeting Cycle (ABC) activity, ensuring timely submission of the DOB HLB ABC return. Draft HLB ABC submissions and papers producing an affordable forward programme over a 10 year planning horizon, identifying potential efficiencies and savings. Analyse BLB submissions and challenge where necessary. Ensure ABC costings are evidence based and all assumptions and dependencies are recorded, providing a robust audit trail. Act as focal point for Options, ensuring accurate costings are provided and Options are returned within the required timescale. Support the SR19 process ensuring accurate and realistic financial information is provided and DOB HLB interests are represented. Leading a team of up to 1 x C2, 1 x SO2, 1 x MAS(A) SSgt and 1 x Band D apprentice.
Key responsibilities include:
Responsible for the HLB scrutiny and approvals process, reviewing and assuring Business Cases and requests for expenditure in accordance with delegated authority ensuring they meet departmental standards for regularity and propriety, value for money and affordability.
Post holders will be based in Northwood but expected to travel occasionally to MOD Main Building and to the Overseas Bases from time to time.
What we are looking for
The ideal candidate will be a finance professional – a Management Accountancy qualification is highly desirable. Candidates will be required to demonstrate evidence of team management experience, have strong technical skills and a sound understanding of accounting and finance issues. They will have good communication skills and be able to apply an analytical approach to problem solving. Strong advocates of leadership at all levels, the successful candidates will act as role models in leadership across Joint Force Command, measured by the Civil Service Leadership principles of:

Specific experience and achievements should include:
• A Management Accountancy qualification is highly desirable.
