About Homes England:

Homes England is the new national housing agency, recently launched to play a major role in fixing the housing market and enabling delivery of homes that our country needs.

Homes England brings together land, money, expertise, and planning & compulsory purchase powers, with a clear remit to facilitate delivery of sufficient new homes, where they are most needed, to deliver a sustained improvement in affordability. We work locally in individual communities to help meet local priorities.

We invest mostly in building new homes, but also in creating employment floor space and other community facilities, in cities, towns and villages across the country. The homes we fund include affordable homes for rent and sale, and homes for rent or sale at market prices. Our investment helps build around half of all new homes built in England each year. It also helps increase local growth by creating jobs and supporting businesses.

We own public land, which we sell to house builders and others. This is one of the ways in which we overcome barriers to development and help increase the speed with which house builders can build new homes.

Purpose of the Role:

Homes England operates a number of interventions designed to increase the supply of homes in England. These range from grant based programmes aimed at Local Authorities and Registered Providers through to land assembly and site preparation activities, corporate lending, joint ventures and guarantees. Alongside these Homes England also manages the Help to Buy programme which provides equity loans to home owners. In total Homes England’s activities are in excess of £30bn.

Individually and taken together these activities expose Homes England to multiple risks. The Risk team is looking for an individual with a strong quantitative background to develop and maintain a suite of analytical tools to help the business to better quantify, understand and manage the quantitative risks it is running. This will include developing and maintaining credit rating models and generating approaches for effective stress testing of our portfolios across our activities making use of the latest economic and market data. The individual will need to work closely with analysts in front office functions as well as with risk business partners to ensure risk is being properly captured and quantified and to develop meaningful scenarios to support the second line risk assurance role and Homes England business planning.

The job holder has the opportunity to apply a range of analytic knowledge and skills in a key role within the Homes England Risk Team. The job holder’s input will have a direct impact on the implementation of government housing policy in England and provides the opportunity to be involved in market intervention which has a real and meaningful impact on people’s lives.

. Knowledge and understanding of economics and financial data
. Strong organisational and project management experience



. Degree level qualification in a quantitative discipline and professional experience (minimum 5 years) in a similar role.
