MHCLG is at the heart of the Government’s social and economic policy making. Our work ranges from creating and delivering policy to address the housing market, to responding to the Grenfell tragedy. We oversee the relationship between Central Government and Local Government, managing funding and working on devolution to combined authorities. We have been pivotal throughout the COVID-19 crisis, delivering policy on vulnerable people to be shielded and working closely with local resilience forums to ensure that they have what they need on the ground.

We are about to start an ambitious and exciting programme of activity on Capability, reviewing the skills the department needs for the future, transforming the role of Professions and building clearer career pathways within MHCLG.

Job description

We are looking for a Senior Executive Officer (SEO) to join our newly established Capabilities Team and support the development of our capabilities and inclusive careers strategy. Our new SEO will also help to develop and deliver our business transformation plan, which will include an inclusive careers and technical/professional learning offer. They will have responsibility for our Senior Civil Service (SCS) induction and coaching offer and will support the delivery of our newly established performance and development approach. Our new SEO will work confidently and collaboratively with the other members of the People, Capability and Change directorate and key stakeholders such as Heads of Professions, Staff Network Leads and relevant representatives from across the organisation and beyond.

We are looking for someone with a real passion for learning, development and organisational growth who has well defined collaboration and engagement skills and a good working knowledge of project and programme management practices. Our new SEO will be comfortable using data and analysis to support evidence-based recommendations and will have proven delivery skills.

• You will work with the Capabilities and Inclusive Team Leader on the development and delivery of our new Capability and Inclusive Careers strategy and action plan.
• You will work closely with our Heads of Profession to build their maturity, develop inclusive career pathways and further embed Professional Standards across the department.
• You will work closely with our Staff Networks and Beyond Whitehall programme team to ensure that access to development to support career progression is clear and open to all and that inclusivity sits at the heart of our Capability Strategy
• You will support the delivery of our new performance management approach (Performance and Development)
• You will work with the Core Capabilities and Talent Team Leader on the delivery of capability building activities for SCS colleagues, including induction and our executive coaching offer
