Position: Learning & Development Officer
Location: Bury, Greater Manchester
Contract Type: Permanent
Hours: Full Time, Monday to Friday 9am - 5pm
Salary: £30,000 per annum

To support the Head of People, Culture & Values in the effective delivery of the overall L&D strategy and the CBS Academy objectives, acting as the CBS Ambassador for all L&D activities.

The Challenge Ahead

The People, Culture & Values Department is responsible for providing a transparent, open and supportive environment for all CBS people, through a comprehensive People Strategy and Plan, which strengthens the business’s core values and culture in alignment with the corporate objectives, ambitions and goals.


General L&D
  • Work closely with the Head of People, Culture & Values to create and implement a comprehensive learning and development strategy and plan aligned to the overall business plan and values
  • Support managers and Heads of Department to identify development needs, design, create and deliver solutions with added value to the individual, team and business
  • Create an annual training plan and training needs analysis, emanating from the annual performance review exercise
  • Create and deliver a calendar of events through the annual training plan in line with the annual training budget
  • Create L&D policies and templates to ensure an efficient and comprehensive function and to set and maintain standards
  • Identify creative methods of L&D to engage and develop participants and ensure the delivery method of the solution achieves the best possible aim in line with the initial objective
  • Responsible for contributing to the development, delivery and management of a CBS Academy to create an engaged, skilled and knowledgeable workforce
  • Ensure specific succession planning objectives are delivered through the L&D function
  • Act as the Ambassador for L&D across CBS, creating a culture of learning, compulsion, collaboration and progression
  • Adopt a consultative approach across the business to identify and deliver L&D objectives
  • Create a network of L&D providers, including a PSL and negotiating fees for external providers
Reporting & Evaluation
  • Responsible for setting clear points of evaluation and demonstrate the degree of success and ROI achieved for all L&D interventions
  • Ensure that every L&D intervention has clear business focused aims that enable robust evaluation of the event’s effectiveness, and measurement of return on investment
  • Produce reports to demonstrate a return on investment for L&D across the business
  • Utilise the LMS to product reports and provide a monthly overview for the Head of PCV on a monthly basis for inclusion in the Board Report
  • Maintain ongoing accurate records and logs, producing reports as required
Graduate Programme
  • Play a key role in the development and the ongoing management of the CBS Business Graduate Programme
  • Act as Mentor for the Business Graduates, liaising with rotation managers and conduct regular one to ones with each Graduate
  • Attend recruitment fairs and support the team in the recruitment of Business Graduates including in the development of Assessment Centre tasks
Apprentice & Professional Qualification Programmes
  • Oversee the Apprentice Programme ensuring all Apprentices have access to relevant L&D and achieve their apprenticeship on schedule
  • Managing and accessing the Apprentice Levy for relevant programmes ensuring the business maximises the levy pot
  • Promote a culture of continuous professional development, managing the professional development programme and facilitating CBS sponsorship of qualifications
Learning Management System
  • Keep up to date with current thinking on learning and development practice and methods including e-learning and innovative solutions
  • Create content using the CBS Learning Management System (LMS) and promote the use of the LMS across the business
  • Develop the LMS to ensure the business has an appropriate return on investment and that it remains innovative and relevant for use across the business adding value to individual development and skills growth
Project & Other General Activities
  • Play a key role in the identification, creation and regular updating of the CBS skills matrices to ensure relevant gaps are filled and that experts are created throughout the business
  • Ensuring L&D activities develop and support high performing teams across the business
  • Develop, implement and coordinate a CBS Wide Mentoring Programme
  • Undertake responsibilities as an internal coach, completing internal training if relevant
  • Ensure all CBS customer centricity standards and company values are adhered to
  • Carrying out all L&D related or ad hoc tasks as requested by the Head of People, Culture & Values
  • Work with the Compliance & Risk Manager relating to the delivery of mandatory training
  • Liaise with internal external contacts in a professional and credible manner

  • CIPD Level 5 qualification (Completed or working towards)
  • Coaching and/or mentoring qualification
  • Degree Educated
Skills, Knowledge & Attributes
  • Previous experience in a fast-paced L&D role at Officer level
  • Previous experience in the creation, delivery and evaluation of innovative L&D solutions
  • Excellent presentation skills and a proven track record in the delivery of training and presentations to a senior level
  • Previous experience of Learning Management Systems and online course creation software
  • Excellent verbal and written communication skills
