This Project Manager role sits within CDIO Chief Design and Technology Office. Our team is responsible for:

• Being responsible for the overall IT Strategy Plan and ensuring that the major HMRC IT platforms which support it have robust Roadmaps, and that funding/delivery vehicles are clearly defined and on course to deliver.

• Assurance of IT delivery to meet the defined IT Strategy and key IT roadmap landmarks

The Project Manager is responsible for ensuring the IT Strategy Plan is kept up to date and can be realised through an ever fluid set of interdependent projects and the associated business change activities. They have primary responsibility for successful delivery of the required IT Strategy outcomes, including the establishment of appropriate governance and assurance, monitoring progress and handling risks and issues.

The successful candidate will be working in a highly collaborative environment with experienced IT professionals. It is more important to have a natural aptitude to think on your feet and have a high degree of resilience rather than have years of IT experience.

The role brings Project Management rigour to the management of the IT Strategy by managing the further development of the single overarching IT Strategy Delivery Plan and associated risks and assumptions which are currently being developed.

As a new role the applicant must be comfortable with helping to develop the processes and structures to realise the required outcomes and build the team’s way of working to support the vision of the overarching IT Strategy Plan.

You will be flexible and self-motivated, have a keen eye for detail and a strong focus on quality. You will take responsibility for tasks and deliver products to deadlines, removing blockers and providing support to other members of the team to meet shared outcomes.

You will also be credible, influential and an encouraging team-player, a confident communicator with good interpersonal skills and a proven dedication to continuous improvement in self and others.

As a Project Manager within the team your key responsibilities will be to closely collaborate with key roles across the organisation to:

• Develop embryonic IT Strategy delivery plans to support early life cycle impacting and the transition from pre-discovery activities into full discovery / delivery for major departmental fiscal events such as Comprehensive Spending Reviews and annual Budget investment announcements. Ensure all programme dependencies are tracked where they significantly impact the HMRC IT Strategy.

• Manage the IT Strategy Plan and associated risks and assumptions to ensure that they remain current and that each risk and assumption has a resolution path, which is tracked to completion.

• Support senior partners through the provision of plans, management of change, provision of MI and other material to enable executive level decision making related to the scope, ambition and direction of the IT Strategy.

• Ensure that in-flight Project scope changes that may affect the IT Strategy Plan are fully impacted and raised appropriately, dependent on the level of dependencies.

• Support the development and maintenance of the individual IT Platform Delivery Plans which contribute to the IT Strategy Plan.

• Business case – Develop the IT Impact input into the fiscal event business cases with HMRC central planning teams, project leads and SMEs.

• Leadership vision & objectives – Cascade vision and translate into delivery objectives for the team.

Essential Criteria:

You will have experience and evidence of:

• Project Planning – Apply advanced knowledge in the discipline of planning for the analysis and successful resolution of risks and issues and identification of opportunities.

• Resources – Identify future capacity and capability needs of the project planning function and puts in place strategies to meet them.

• Stakeholder Management – Build and maintain external networks to access technical and professional best practice.

• Project Performance & Controls – Analyse performance data, looking at trends to identify areas for improvement and collaboration, selecting appropriate methods and tools to resolve them.

• Guidance & Support – Provide guidance and advice to the Project Manager during project initiation on selection of planning approach, tools, processes, and proportionate to size.

• Build planning capability within a team

Desirable Criteria:

• Experience of working within a large and complex IT Estate;

• PRINCE2 Practitioner

• Agile Project Management Practitioner

• APM Project Management Qualification

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. If you’re successful you need to know that in February 2021 members of recognised trade unions (ARC and PCS) voted to approve a pay and contract reform offer. This means that HMRC will adopt new terms and conditions for all colleagues as part of a multi-year pay deal and contract offer, the pay deal period is 01 June 2020 – 31st May 2023 and terms and conditions changes take place from the 01 June 2021 onwards.
