Job Description

The Property Asset Management team provide Property and Facilities services across both Councils for the general public and for internal customer departments, using a Corporate Landlord model.

The Team use a mix of internal and contract labour for repairs and cleaning, and specialist contractors for compliance, pre-planned and reactive maintenance.

The Property Maintenance Project Officer is a key role for the team, to deliver larger maintenance and project works, and undertake inspections and forward maintenance planning.

The role is also required to undertake building inspections and develop and manage a forward maintenance register to capture, plan and budget for future maintenance and project works.

Main duties and responsibilities:

  • To manage and deliver large maintenance and project works
  • Procure the works following Councils’ procedures for quotations, tender and formal contract requirements.
  • Produce specifications and scopes of work, as required for works
  • Engage and manage consultants for larger and complex project delivery requirements
  • Review and approve risk assessments and method statements. Manage and issue permits to work.
  • Review and manage construction design and management (CDM) responsibilities.
  • To develop and monitor annual repair and maintenance work programmes for the facilities, in liaison with customer departments, and ensure that the necessary works are undertaken within time and budget
  • Undertake building inspections and develop and manage a forward maintenance register to capture, plan and budget for, future maintenance and project works.
  • Review, prioritise and implement projects in conjunction with the councils’ carbon management team to reduce the councils’ carbon footprint and reduce operating expenditure
  • Establish and develop a detailed asset register for all buildings and plant.
  • Maintain accurate budget monitoring on all projects implemented, as well as overall monitoring of budgets within the capital and revenue programmes for both councils
  • Ensure production of reports and briefing notes to a high standard in accordance with the councils’ style guide and relevant timescales
  • Assist management team, cabinet, scrutiny and overview committees, joint-use committees, and project teams as necessary
  • To undertake such other tasks as may be required from time to time.

Your desirable skills, knowledge and experience

  • Experience of developing and implementing strategies and annual action plans
  • Experience of undertaking Access audits
  • Experience of establishing and working with asset registers
  • Experience of working on Carbon and Energy efficiency projects.
  • Knowledge and understanding of working in a local government context

Your essential qualifications

  • Qualified to HND/degree level or relevant equivalent experience

If you have the following experience or qualifications – it’s a bonus

  • A degree preferably related to property, building or construction
  • Desirable - Member of or working toward a relevant Professional organisation IWFM, RICS, CIOB or equivalent

Additional information – Essential

Hold a current full driving licence and, whenever necessary, have access to a vehicle that is insured and available for business use
Attend occasional events and meetings on evenings and weekends
Must be able to climb ladders and access small and cramped spaces, also inspect roofs and other non-public areas of large buildings

Salary: £37,891 per annum

Contract: Two-year fixed term contract, full time working 37 hours per week

Location: 135 Milton Park, relocating to Abbey House, Abingdon
