Job Description

We have an excellent opportunity for a Construction Manager to join or team in the South East region. The Construction Assurance Manager. You'll be in charge of managing resources and overseeing activities to ensure quality & compliance with health and safety standards during the execution of survey and construction projects. This includes overseeing contractors working within Scheme and Pavement Delivery Frameworks (SDF/PDF), Technical Services and Testing (TST) Contracts, Maintenance & Response (M&R) Contracts, as well as third-party contractors, including Principal Contractors.

This role will require travel across the South East Region and can be based from one our Basingstoke, Guildford or Maidstone offices.  

You will be required to drive as part of your role and you will need to have a full clean driving license to be considered for this position and during employment. 
 
What you’ll be leading on 

  • Ensuring the health and safety needs and wellbeing of customers, employees and all parties involved in projects are fully considered and accounted for throughout the construction process.
  • Providing leadership, direction and line management for the Region’s in-house Construction team, ensuring timely setting of objectives, performance management reviews and development of appropriate succession and development plans.
  • Managing the availability, utilisation and allocation of team resources, including recruitment, to ensure appropriate resourcing levels for all the activities in scope.
  • Set personal example in Health, Safety and Environmental matters by ensuring compliance with National Highways policies, procedures and Quality Management System (QMS) at all times
  • Ensure Project Managers and Commercial & Procurement colleagues receive regular and timely feedback on scheme construction/survey progress, risks, early warnings and issues, and act as the initial point of escalation for any on-site issues that need to be resolved.
  • Proactively identify and implement continuous improvements which eliminate, reduce or provide greater control for risks arising during the construction phase of a project.

To be successful 

  • Strong understanding of relevant technical asset policies and standards
  • Educated to degree level in relevant engineering discipline (desirable; civil engineering degree preferred) OR extensive highway maintenance / construction experience
  • Full clean driving license
  • Strong commercial acumen, with in-depth understanding of the relevant supply chain contracts; good financial acumen, including budget management
  • Excellent stakeholder management and communication skills
